Getting hide off a skull????

I clean dozens of skulls a year and have done several that started out in the condition you describe.

Completely ignore the burning suggestions, don't use bleach, and borax won't do what you want to do.

Boiling might help a little bit but if it has been soaking for a week already it won't get any better by boiling.

A pair of pliers, a flat screwdriver and a sharp knife along with some muscle and time will get it off. Pry on the hide with the screwdriver, pull with the piers and cut with the knife. Repeat as necessary. Around the base of the antlers will be the toughest. When you are done go at it with the pressure washer again.
 
Ya, I usually do as well but I got lazy last year and forgot all about them till I saw them up in my buddies rafters the other day. I knew what I was in for right away.
