For 9mm ammo price, i pay 250$ for 1000 rounds (0.25$/round -factory reload)

Dunno where you get that. Cheapest I find is $299 per 1000. That's still 3 times as expensive as good quality .22lr

I know OP said he didn't mind cost of ammo but I'm not sure he realises a range trip with a handgun is 200-500 rounds, not 20 like a hunting rifle...

Of course no young man wants to hear this but maybe you should wait and stick with non-restricted firearms until you turn 18. Maybe a decent quality replica pellet CO2 handgun for some fun paper punching. At least you will get to practice handgun shooting & sight alignment:
