girsan mc28 sight adjustment?

Thank you Mr Trudeau for my new 9mm, I never would have bought it if it was'nt for you.
So I fired my first shots with the mc28 and it's shooting way left(no it's not me). I picked up a 1.5mm allen key today, which seems to fit the grub screws in the rear sight but they won't budge.
Has anyone got their rear sight to move? It's shooting a little low too, but I was shooting very light loads so my son could get used to it.
 
Back off the grub screw. Take slide off the frame. Install frame in a vice, padded both sides with a piece of cardboard. Use hammer and a drift (brass, preferably) and move the sight. I use a little dab of white-out to make a reference mark so i can see how much I moved. You will need about 2mm of movement.
 
So I went a bit "bubba" and just tapped the sight over a bit with a nylon block. It's way over to the right now to get it on target.
Shoots good, I like the gun, but man does it shoot to the left if the sights are centered. Something is obviously #### eyed in the construction.
