What do you have? Globeco convereted several different types of surplus rifles.
If a semi-automatic, it is likely a Soviet Tokarev 38 or 40. This is a gas operated rifle, and the gas piston, spring and system needs to be cleaned. It is possible that carbon, unburnt powder, or even rust from shooting old corrosive primers has even seized the gas system up. These were generally .303 conversions.
Globeco also converted Swiss bolt action rifles to 30-30. These are a straight pull bolt type action.
Once again, we have to play a guessing game because of lack of information about the rifle.

Can you easily extract the empty case MANUALLY?
Does the case come out part way, all the way, or jam cross ways in the action...........each has a different solution
How do the empties look? Scratched, little pock marks, etc.
What bullet weight are you shooting?
Is the chamber area rusted or pitted?
