Glock 44 Rear Sight Windage screw supposed to be captured?

Just picked up a Glock 44 today and noticed that the rear U notched blade sight was all the way to the right. I went to adjust it and got it centered However when I go and push on the U notched sight blade the actual windage screw moves and puts the sight off center.

I am able to completely remove the windage screw and I think this is obviously the issue as it looks like it's supposed to be captured like the elevation screw. Is this correct?
