Gluing down a picatiny rail?

Hi folks, so I have a quick question here, my tikka ctr manual says that the picatiny rail needs to be glued down. There is no other info. I've seen rails be bedded using jb weld etc but not seen this gluing.

Will blue loctite on a degreased surface be sufficient. I'm using a talley 20moa rail and it doesn't have a built in recoil lug like some other after market rails have.
 
Blue Loctite on the screws and you can either use epoxy on the base or Loctite also has a "Gap Filler" fluid that will work. 606? Sorry can't remember the # but you can look it up on their website. Blue as a gap filler MAY work but I wouldn't trust it, there are other better compounds you can use. I've tried Blue and Red as gap fillers at work (fitting loose parts) but it doesn't work all the time and the strength is not great. Really, as mentioned, there are other BETTER compounds available.
