What is the procedure for sending a firearm to the States to have work done. No their is no one in Canada who does the work I want done.

Go to the ATF's FAQ page. It's on there. Well, the U.S. side of it anyway. Our side only cares if it's restricted or not. There is a custom's form you'll need though.
