Maybe. Neck might not be round, chamfering may be necessary. I often necksize, trim, chamfer, deburr the flash holes, uniform the primer pockets, and on occsion have sorted by weight. Depands on the brass, and what you are planning to use the ammunition for. Shouldn't be necessary to full length size.
 
I usually buy bulk unloaded cases and find that the necks are often dented from packaging / transportation. I just run them through the sizing die enough that the expander ball will make the necks round again, then deburr.
