I re-read some of those posts and it's not as you say it is.
All they say is that if the shotgun is mounted on a AR15 PLATFORM
The shotgun remains NONRESTRICTED and the AR remains RESTRICTED therefore making the PACKAGE require only the same ATT and registration as the AR15 Mounting.
But the Shotgun is considered a seperate gun so the AR system counts as the stock and the SHOTGUN remains NONRESTRICTED.
Therefore it follows mounted on a NONRESTRICTED rifle the package will be NONRESTRICTED.
Maybe you got some UNCONSIDERED advice from the CFC
