We'll assume you have a hunting licence. You must have a small game licence for ground hogs.
Drive around and politely ask local farmers for permission to shoot ground hogs on their land. Don't take a firearm, be wearing camouflage or go on Sunday. If they say no, thank them and leave. Mind you, going now would be a waste of time. Ground hogs are one of the few real hibernating beasties. They're all snug as a bug in their dens until Spring. Coyotes, on the other hand, may be an option. They'll have nice thick fur too.
Remember that you're in the 'nothing bigger than .275 calibre' area too. No hunting with any rifle chambered in any CF cartridge greater than .275" bore diameter. A .275 Weatherby Mag is ok, but a .280 Remingington is not. Yes, it's daft.
