Ask yourself what you bought the rifle for...I bought mine (3 of them) because they were cheap, not restricted and fun. And I can add as much as I want to them to tune up. If I wanted a tackdriver I would have started with a different platform.

Basically, I have a couple of good bolt guns that give me adequate accuracy for my temperament (impatience does not make for precision shooting!) and would be my hunting rifles if I still hunted. On that note the 4 MOA is adequate for hunting, if you choose to put your Norc to use for filling a freezer.

At the base price of $400 - $450 I can own Norcs for fun and other rifles for...well, different fun.
 
I chose to make my M14 ammo using some military surplus powder and surplus FMJ bullets. I loaded 37 to 44 gr of powder, 5 rounds each, and shot them at 300 yards.

The rifle had a clear preference for the 40 gr load. It groups around 2 min, with irons sights. I am pleased. Not sure how big the other groups were, but some were hat-sized.

Pick one powder and one bullet and work your way up and see what it likes. 4 min sounds big for the norcs I have seen shoot.
