I was wondering if anyone knows in gunstores in the states by niagara falls that would have butler creek folding stocks for the 10/22, also would there be any problems bringing them over the border or any forms i would have to fill out?

I live in Niagara and go to the USA alot to shop for things like that.
In the USA a gun store MUST hold a valid EXPORT PERMIT. The only one that I KNOW OF in the area is the Buffalo Gun Center. American prices are of course much cheaper.
This was the process for me to get my Benelli Super Nova 12ga from Buffalo Gun Center.
-I went to the shop, picked out my gun, paid them for it.
-Paid out an additional $100 export fee for which they take care of alot of stuff for you.
-You leave all your info, and the store sends out an application to the canadian gov. for your International Import Certificate. You need this to import your gun into canada.
-You register the serial # like any other firearm so you get the registration papers in advance.
-The Import department in Canada will call you saying someone submitted an application on your behalf and you have to say that you authoirse it.
-They send you the certificate.
-You fax Buffalo Gun Center your certificate.
-The shop sends that to some place in the USA to get clearance.
-You go to the Buffalo Gun Center, a staff member puts the gun in HIS car and you follow him to the boarder customs.
-You show customs the International Import Certificate, Canadian registration papers and receipt.
-You pay duty (tax) on the purchase like anything else you declare.
-You drive home with your gun.
All and all I saved $100 by purchasing my Benelli this way after the fee and tax which is pretty good on a gun that would cost 750+tax MIN in canada.
The whole process takes 10 weeks aprox.

On a side note, I would HIGHLY recomend any canadian in the area to go to the states ifthey are i nthe market for a gun and arent sure what they want, there stores have a MASSIVE inventory that any canadian store I have seen around niagara and the GTA can't even come close to.
