Iron sights are not silly.
Period.
But yes, by the time you were done it wouldn't be a cheap thing.

Hi guys, newbie here. For all the gunsmiths on here, I have an odd question. Has anyone come to you with a newer Rem 700 5r, and asked to have iron sights put on?

No.

It is a bit unusual to install iron sights on a heavy long range rifle unless it consists of long range target sights as used at Bisley... I have not installed any since the 1970's and usually on 28 to 30 inch barrels.
