I can tell the 28" has a modified choke.
But what else will differ? Accuracy? speed?

Is it worth an extra 20?
 
From what I understand about shotguns, the powder is fully burnt long before the shot leaves the barrel of a "normal" length barrel. The extra length is simply for ease of aiming. I personally prefer shorter barrels (<24") but it's true that a longer barrel will swing nicer.

I'd say, if you're going to be using this for hunting in anything close to resembling thick brush, get the shorter barrel. If, on the other hand, you plan on using it only for trap shooting or hunting in wide open spaces, the longer one.
