hand gun parts vs rifle parts

Now bare with me on this, I come from the land of IPSC hand guns. I was going to give this long range rifle thing a try, so people hear said get you self a Remington short action and built one. RIGHT. It seams you can't buy one new, I put a add in the parts wanted (nothing). I know for IPSC guns if you want a bottom end you have lots to chose from, just about any part to built the whole gun you have 100s of parts to pick from. Now I have been looking, but I can find are after market actions that's more money than I want to spend. Short of buying a 700 308 and getting rid of the stock and the barrel, what do you do?

Remington doesn't sell receivers by themselves. Few of the major manufacturers do. Savage does sell a receiver only. MSRP for a hinged floorplate model is $481US. Don't know about availability, up here, though.
Most shooters looking to build a rifle, buy a new or used rifle just for the action. Building a rifle is not an inexpensive proposition using any receiver. An aftermarket barrel can easily cost as much or more than a used and sometimes a new rifle. Installing one is best left to a smithy. The tools required aren't cheap.
If cost is an issue for you, not unusual for most people, look into buying a used target rifle. Or a new heavy barreled rifle. Figure out how much you want to spend first. It's going to cost more than building a .45.
