Harrell Premier Culver Powder Measure - Question?

Got this today from sinclair international. I have a question? Is there an easy way to get all the powder out without having to go up and down on the throwing arm 10,000 times? Even when you remove the top bottle you still have to do this because there is powder left inside the main body that is made of metal.
 
It should settle down with time. It's caused by excess static electricity. After you've run a bit more powder through it it'll pick up some of the coating off of the powder and won't be an issue. You could try rubbing the inside with a once used fabric softner sheet out of the dryer. There's a wax on the dryer sheets that cut static electricity.

BTW the Culver was by far and away the best reloading purchase I've made. Get to know how to use it with a consistent motion and you'll get really consistent charge weights.
 
I have one of Harrell's stainless steel powder measure made back in the 90's. There is some static electricity, but I just turn the whole measure upside down with bottle attached with a couple of taps and its cleaned out. I never have it permanently attached.
