Hmmmm.........Vietnam is known to use a 14 code on 7.62x25 Tokarev ammo, so that would be my first thought. If you don't need it I'd be happy to add the case to my collection. Never seen it before.
Vietnam would make sense as that's where I found it. I likely will not bring it home as I have hand carry only and don't want a hassle. It's interesting to figure out the different factories so this one stumped me.
Some friends and your story just confirmed it as VN. I have never had any trouble with 'pen caps' before. Perhaps you could mail it? Shame to lose it, they are very scarce in the West.
