Headstamp question

I just loaded some ammunition for a friend, the cases he supplied had a headstamp of "MAL" and numbers (I presume date of manufacture) of 8-82. The caliber is 5.56, once fired military brass with crimped primers, no NATO marking (+ inside a circle). Does anyone know the country of origin of this brass?

I wasn't very impressed with it. Some rims were too thick to fit in the shell holder (and not just due to extractor burrs). Some necks seemed to have very hard brass in that it took more effort than usual to seat the bullets. I had to pull one bullet using an inertial puller and have never had so much difficulty getting a bullet out before.

Any comments on these cases?
 
'MAL' is Syarikat Malaysia Explosives Ltd., Batu-Arang, Malaysia. Malaysia, of course, isn't a NATO country and doesn't pay any attention to SAAMI specs. Kind of wonder how it got here.
"...presume date of manufacture..." Yep.
"...Some necks seemed to have very hard brass..." Anneal 'em. Mind you, that won't help the rim thickness.
