Hello, a little help?

Hello all, I what would best be refered to a a gun "enthusiast". I dont own any guns (), and have little hand on experiance. As I am unfamiliar with the laws and regulations, what licencing is required for a non-functional firearm (specificly a rifle). I have an idea for a personal "art" project, that involves taking a real rifle and making it look like something out of a post-apocyliptic movie.
Something sorta along these lines...

...the only real requirement are that it be bolt action, have a wood body, and be larger that a .22 (purely for looks).

There are a number of places to get deactivated firearms, I would check your local range by putting up notice on board, you should also check with Marstar on line, incidently welcome to the forums.
