Help adjusting the SKS front sight

Aiming off is a temporary quick fix, windage is adjustable but not easy.

but on winday days you aim off to compensate for the wind, you should not have to aim off all the time just to hit your target. Adjust your front sight
 
Put the sight pusher on the gun, apply pressure, then give the bolt on the sight pusher a smart tap with a heavy hammer while the gun barrel is supported by the other side of the sight pusher on something solid.
This should move the front sight.

Second try,
Some of these were put together dry and have rusted. heat from a propane torch may help. Heat it up til spit sizzles- stop heating put the pusher on, apply pressure, if it doesn't move, place the off side of the pusher on a solid object and give the push bolt a tap with a hammer.

If the these two don't work you can always to to a bigger vice and a short push pin. Remember to pad the jaws of the vice that are touching the off side of the sight. Heavy washers can be used as well. This is a two man job as well
 
I had the same problem, I broke the tool I bought from P&D and it still wouldn't budge.I hit it with a big hammer, alot. I soaked it. I cursed at it. I tried to drill out the horizontal pin (after buying a new one from P&D, but without getting a refund on the busted adjustment tool) and ended up maiming the sight base. I crazy glued the new sight in. I sold the gun for a song, and I TELL EVERYONE WHO WILL LISTEN NOT TO BUY CHINESE CRAP, no matter how cheap it is.
 
Re windage adjustment: Sight drum must be able to slide through the hole in the arm opposite the screw or it will just be blocked from moving.

Make sure the drum is lined up and the hole is large enough to allow it to pass through
