Help choosing rings and bases?

I am new to rifle shooting and have just purchased a Savage 10FP with the HS stock. I have a Leupold VX-I 3-9x40mm on its way as a starting optic. I have reading these forums and am a little confused on what I should be getting for bases and rings. I am leaning towards the Burris Tactical or the TPS but what size. What is a 20moa base? Should it be steel or aluminum? Low, medium, or high rings? I plan on starting shooting out to about 400 or 500m but will be looking to reach out further as my ability improves. Can someone please steer me in the right direction?
 
20 MOA base means it has a an elevation of 20" @ 100 or 200" @ 1000(yards). This is to allow you to be able to adjust your scope for that distance without running out of adjustment.

Rings, I use Burris Signature Zee with plastic inserts as it doesn't stress your scope tube or leave marks on it.No need for lapping rings either.You can also get off set inserts that will have a similar effect as 20MOA base.

As for base construction , I prefer a 1 piece steel picatinny type which allows for various placements of the rings.
