Help ID a x39 Spam Can

I found a few spam cans in the basement. I have IDed all but this one. My Googleing skills apparently suck because after searching the usual countries I haven't figured this one out... Where is it from??

Looks Polish to me, I shot some of that and it was quite accurate out of my CZ 527.

What does the "WUFL" mean?

....... Did some digging. Apparently translates to "short sticks" so I guess this is extruded powder as opposed to spherical or flake.

That seems to be a direct transliteration from the Russian "ВУ фл" which describes the powder type:
В - Винтовочный - for use in rifles
У - Уменьшенный - reduced (smaller kernel size)
фл - флегматизированный - stabilized (with additives to reduce the burn rate)
