Help identifying a strange cartridge...?

A friend of a friend had a handful of these cartridges in the bottom of a soft case with an old Cooey 39. They obviously wouldn't fit the rifle, so he never shot it. I gave him a box of .22lr in exchange for one so I could try to figure it out...

According to the closest measurements: 22 Winchester Automatic, but 22 Remington Automatic is very close as well.

If that's a letter "P" on the bottom perhaps Peters who loaded Remington/Peter's ammunition.

I also believe that is a .25 stevens.
