Help making plug for Remington Marine Magnum

Hi;
I have a Remington Marine Magnum and it has a mag extension that is very cool but not legal for hunting here in Newfoundland. I bought a wooden dowel and will cut it to length to reduce the magazine tube capacity to 2 (and one in the chamber). Does anybody know how to cut the plug to the correct length?

Measure the length of the additional shells end to end (eg. If it hold a total of 8 shells measure 6 end to end to get the correct length for your plug

What i would do is if the mag holds say 6 shells then i would make the dowel the length of 4 shells end to end.

I would make it 3 1/2 for easier loading
