Help Needed to Modify Screwdriver for Scope Rings

A vise would help, but you could work freehand.
Instead of looking for a triangular file, I would look for a chainsaw file (because even in the middle of butt-nowhere, you can usually find those). Make sure to put a handle on it. I like golf balls for that purpose.

A Dremel tool with a cutoff disk would be less cost than a half hour of someone else's time, let alone the postage.

Remember, the depth of the groove isn't critical, the fit of the bit in the slot more so.
 
Had a random thought that may be of use to someone, but, find a coin of the correct thickness, cut a notch in it, and drill a little hole so it can go on a key chain or such-like. Can pretty much count on not over torquing the nut.
