I have a Falcon Menace 4.5-18x56 with Mil Rad adjustments.

I know that 1Mil = 3.6 MOA.

Can I assume then that the .1mil adjustments on the scope would equal .36moa?

Yep. 1 cm at 100 yards is .36 MOA which is 0.1 mil or fairly close to it.
Don't have a calc on me right now though.

With Mil adjustment it is better to think in mil adjustmennts instead of MOA.
Example- zero at 100 Meters +.5 mils (5 clicks up)at 200 Meters .
Mils are 1 mill = 1 yard @1000 Yards (3.6 " @100 yard)
= 1 meter at 1000 Meters (10 CM @100 Meters)
