Help with NRCAN approved ammo list

I need a little bit of help interpreting the list of 'approved ammunition' from NRCAN.

What do the 'classes' mean? IE: Class 3.1, 3.2, 6.1 etc. It seems like the 3.x classes apply to powders, while the 6.1 apply to actual cartridges. Does that mean that cartridges not explicitly listed that use an approved powder are also approved, or is that just wishful thinking?

Also, what does 'safety cartridge' mean? Is that a blank?

Those classes are for NRCAN only. They mean nothing outside of Canada. For transportation, powder is 1.3C, ammo is 1.4S. If it is not listed, you can email them and ask. It many be OK, maybe not.
