Help with stuck 870 choke

Entirely my fault. As the title says the choke in my 870 is stuck(rusted in?). I broke the wrench trying to get it out. I`ve heated the barrel, have had it soaking in brake cleaner for a month and it still won`t budge. The choke has come up maybe a 1/4 inch and that is it. If it won`t come out, is it still safe to shoot?
Any suggestions would be greatly appreciated.

Brake cleaner doesn't remove rust. Use penetrating oil. Up the 1/4" and spray it stupid with WD-40 or other penetrating oil.
"...safe to shoot..." As long as you can get the tube back in.
 
I stopped using WD40 when I discovered Gunk "Liquid Wrench", it's an excellent -and cheap...- penetrating oil.

Since you have the choke already partially out I would spray the exposed part with LW and let it slowly ooze into the threads, maybe leave it overnight and try loosening in the morning. I've also read that tapping the exposed part of the thread with a rubber mallet can also aid in breaking the rust bond, you can tap the circumference of the choke as well as the top. I would get yourself some kroil, both the aerosol and no aerosol versions. Then I would put some kroil in a small container and soak the choke and barrel in it over night. Best penetrating oil ever, and it eats carbon to.
