Contact the CFO in Ontario. There are lists of approved instructors. The 1-800-731-4000 (we're the RCMP/CFC of course we know guns) line is going to seem the wrong place at first, but talk to a human and ask to be forwarded.
There is a very lively IPSC pistol club in Kingston. Their range is north of 401 just west of the Cataraqui causeway. If you aren't in debt with your studies, IPSC will tip you over the edge.
