High Primers After Swaging

I am having a problem using my RCBS pocket swager with crimped brass. After seating about half the primers are raised slightly above the case head.

I believe I followed the instructions and set up the swager kit properly in my press but still have the problem. Any advice?

I am using the ammo in a bolt action Savage, will the protruding primers be a problem?

I'm also processing some 223 military brass. I had to buy a primer pocket uniformer to machine the crimp and get the proper pocket depth. Military brass is not very consistant. I don't think raised primer will be a problem with a bolt gun. Semi auto's could possibly get a slam fire from a raised primer.
I also have a bolt action Stevens that I'm using.

Are the primers raised about the entire case head or locally around the primer pocket?

The primer pocket crimp on some brass is quite large in diameter (and deep), making it look like the primer is high when in fact it is the brass around the primer pocket that is low.

Also, with a caliper, check the depth of the primer pockets.
 
Has the military crimp been removed? I do not remove it at all. I just take the deburring tool and canfer the pocket. the primers go in snug and rarely have caused a problem with being too high or going in difficult. Your primer tool and your hand squeeze will tell when it is set.
 
The crimp hasn't been removed in it's entirety. I put my de-crimp tool on a drill. I ruined a few cases initially mind you, but once I learned to do it properly, I haven't had an issue with primers since.
 
"...take the deburring tool and..." That removes the crimp.
"...protruding primers be a problem..." Likely. Mind you, how much it sticks up matters too. You can run 'em through the primer seater again without worrying about a bang.
