I have followed developments with HK pistols about as close as anyone (since have 8 of them including at least one each of P9S, P7 PSP, P7M8, P7M13, USP and P2000) and I have never heard of a USP Compact in Canada (other than the .45 Compact Tactical with the threaded barrel), restricted
or prohibited. There have been some rumours on this board and elsewhere over the years of people claiming to have them for sale on other websights, but I never saw any follow through with that. I doubt there are any in private hands in Canada. I believe the first ones available to the public are dated about 1996 and Canada, being what it is, we probably didn't have any make it in to Canada before the prohib cut-off.
What you would have to do to get one now.... you would have to work with a third party importer (like Prophet River, Questar, etc.) and buy one in the U.S. and have it sent to the third party importer's FFL in the States (which requires finding someone in the U.S. who will go along with this, not a given). Then you would have to get a 105mm+ aftermarket barrel in the U.S. and have that sent to the same FFL. The only place I am aware of doing these is below. They only have the Compact in .40 and I don't know what the threaded barrel length would be. You are going to have to make up a full half an inch or more to make this work for Canada. You could probably just tell them, "hey, I need to to measure out to at least 105.1mm when you put a rod down the barrel until it touches the breach face, etc., etc.):

Then, they put the two together at the FFL and do the paperwork to ship it to Canada. There might be some other hangs-up with bringing it to Canada, as there may not be an FRT in the system for a longer barrel USP Compact .40, or a "frame only" FRT for USP Compact. 40. Obviously you need to get it registered as a restricted.
Overall it is going to be a long, challenging, and expensive project. Certainly there is no money to be made on these for importer/distributor/retailers (unless they think they can sell a lot of $1,700+ USP Compacts), which is why you don't see any in Canada.
