I have nothing to do today. So I just take out one of CanAm's M43 and filed the tip of bullet. The result is this:

Beside is a S&B soft point.

Will this home-made flat nose expand when it hit? Any way I can test it?

Be careful. Sometimes there is no copper base on those rounds. By filing you will create a gilding metal tube around a lead core. Bore damage, jacket slipping and pressure issues can arise. I saw a .303 British lee enfield badly damaged by a home made hunting round made from a ball military round. I would pull a bullet and if the whole base is encapsulated with jacket you should be OK. Some expansion tests on some wet phone books would be a good idea also.

just my two cents, I get bored too....

Seriously bad idea. You stand a good chance of blowing the lead and steel core out the barrel and leave the jacket stuck part way down.

I really hope you didn't waste to many rounds by doing this. "nipping tips" is a great way to destroy your firearm, or you body. bad bad news.

When I got bored last time, I pulled the bullet out. The base is not enclosed, you can see the steel core there.

It's something that probably everyone has thought of in one way or another "Is there no way to take all this cheap ball ammo and make it hunting ammo?" It think the closest (safe) thing you could do would be to pull the bullets and replace them with cheap bulk bullets of the same caliber. You'd have to be a reloader of course. If anyone yet found a way to convert cheap ball into safe hunting ammo, we'd probably all like to know...but filing the ends isn't it, that's for sure.

"...filed the tip of bullet..." That doesn't work. The jackets are too thick. It still won't expand reliably. Lots of post W.W. I & II hunters tried the same thing.
"...jacket steel is SOFT!..." Mild steel is soft. That's why it can be used for jackets without damaging the barrel.
