Hornady 7.62x54 issues

I found some Hornady "Custom" 7.62x54mmR at Cabelas in Montana. Brought a box back to try. Went out the range today with my M44. Fired about 20 rounds of Russian or Chinese surplus to sight in the irons (but that's a different story). Copper washed, no issues. Then I fired 3 rounds of Prvi Partizan 150gr. Brass case, no issues. Then I fired 3 rounds of Sellier & Bellot 180 gr. Brass case, no issues. Finally I popped in the Hornadys. 150gr, steel case, the bolt seized up. I fought with it for awhile, and then resorted to taking a hammer to it. I figured that maybe the chamber was getting too hot, so I let it cool for awhile. Fired a second round when everything was back to normal temperature, and the same thing happened. The empty shells will not allow the bolt to close on them. This is true for the M44, and two 91/30s I have. The two rounds I fired were really accurate; about 1" apart at 50m with irons. Is there something wrong with the old m44? If not, consider this a warning.

If it happened in all 3 mosins and all those other ammo types worked fine, I'd be calling. Maybe it's a bad batch of cases that are too soft and not springing back from the chamber walls.
 
I was always told you couldn't bring ammo back from the US without an exporters license. Not trying to scold or sound like a narc, I'm curious if it's legal or not because I want to bring in a bunch of Golden Tiger 7.62x39.

On topic, I wonder if they may have messed up the taper of the case and it's a bit too wide or something.

It's illegal according to US laws, but not Canadian. So if the US customs or an LEO checks you, you're an instant felon. And if CBSA doesn't like the cut of your jib, they now share all info electronically with the USBS agents automatically, so if they note it on your file, you're maybe never going stateside again.

No thanks folks. No ammo is worth the risk when I can buy it here.

Nothing major....seize your vehicle and everything on you, up to a $1,000,000 fine and 10 years in a fed prison if you get caught on the US side... worst case scenario of course.
Best case they seize everything and never allow you back into the US for the rest of your life.
PROBABLY not worth it.
 
Looks like there is a bit of a bulge near the rim, also looks like this is where it is getting stuck. When you put the empty shell beside an unfired one is there a noticeable difference?
