For hot caustic bluing? Sure, if you can find a supplier who will sell to you.
If you plan on mixing your own, you may find it difficult to buy the potassium or sodium nitrate needed. There are formulas that use ammonium nitrate; it, too can be problematic to purchase.
Do you have the tanks and burners?
It is easier to get set up for hot water bluing. The chemicals can be purchased ready to go.

Buying bulk chemicals from a chemical supply company will cost a considerable amount and storing them is a pain...
The mix is 65%, 25% , 10%... and they each come in a 100 bag... so you end up with a lot of 10% and 25% as you run out of 65%...
Tanks and burners and water and exhaust system ... maybe a $1000...
How about preparing for bluing... buffers? All hand polished?
