Hot water and soap causing browning on metal parts?

So every time I get my guns for the first times they look great, after cleaning the cosmo off with hot water and soap they start to form light browish patchs, this ussualy comes off with come cleaners and elbow grease. It dosen't quite look like rust so im unsure what it could be. Any opinions?
 
i have gotten this too, but after the second or third cleaning, its gone, right? i also store mine now with a mediumish coating of oil, which i`ll clean off before i use the rifle.
i think its cosmo residue, or something of that nature.
only one i have that rusts regularly is a '42 mosin.

yup thats right, after 3-4 its all gone and it looks clean. No idea what it is but its on all my surplus guns at first. I actually find my 43 mosin easy to keep rust free, I have a synthetic stock so all I do is run the shower as hot as possible and use a old tooth brush and disk soap to clean it. Then use action cleaner, clean barrel and oil the bolt with wd-40 because its quick for the mosin. No rust yet and i shoot in cold nasty temps.
