What kinds of stains, procedures would you recommend?

Could be I'm telling you stuff you already know...if so, my sincere apology. Anyway, most commercially produced laminates for gun stocks, knife handles etc. are made of layers of 1/16' birch, dyed and then glued together under intense pressure. Maybe someone else here knows the PSI range used to press the layers together. The dye permeates the wood so that the color runs right through it. I do not know what sort of dye is used either, but again, maybe someone else knows and can enlighten us. That being said, it seems to me there was recently a thread somewhere on here about making your own laminates at home using clamps and waterproof glue...you might want to do a seach for it.
 
Are you asking how to make the laminate itself? Can't help you there. You can however get small pieces of laminate from knife-making supply places. The finish is right through the material so it just needs to be sanded and buffed to bring out the glitter. Rutland plywood makes most of this stuff along with most of the laminate riflestock blanks. There are at least 40 different patterns including the one you show.

What you need is called Dymondwood. It's a laninated wood that is used for making handles for knives, grips, and all sorts of other goodies. You can pick it up at any good wood shop, or maybe at a hobby shop. It's super easy to work with, all you do is carve out the wood until you are happy, and start sanding to finish it up. Complete the job with a good buff on the linen wheel.

Probably a Number 5, Charcoal Silvertone.

Diamond wood is the way to go (I use it for knife handles) .. check out Lee Valley, they had some a while back.. also check out pen and knife making supply shops (as they both use it).

Diamond wood comes in about 50 different color variations, so you can get a yucky red/green layerd, to some nice grey/black shades.. all depends on your tastes.
