How do people get black powder nowadays.

In the long term, probably the easiest way would be to have someone drive it north after a trip south.
Just be glad you aren't living in a fly-in community.
 
Shipping black powder is difficult, especially by air, because it is considered an explosive... One way someone I know is using to transport powder by air is to load it into large powder capacity cartridges! Shipping or transporting ammunition is easy and legal... it takes about 25 cartriges of .50BMG to ship a pound of powder for exemple... I believe you could use 12ga blanks (with a used primer to avoid accidental discharges in a gun!) and have that “ammo” shipped to you... Then remove the black powder and store it an empty powder can you kept...
 
I get mine through Rusty Wood Trading Co. He sends it through Canpar to me by the case (25lbs) but will send in any amount. Very reasonable pricing.
 
Making it with alcohol is a safe and easy.
You can legitimately buy the components, sulfur and potassium nitrate ( stump remover )
and making charcoal from willow or alders is easy and cheap.
There are several on line ways of making it.
With care your home made BP is cheaper ( about $8 a pound ) and perhaps more powerful.
