How Do You Create a New Thread in "General Firearms" Section?

Hello, interesting site here. Thanks for providing this service.

Small problem: I would like to post a question, asking if anyone has a list of the CFO-approved shooting ranges in Alberta. Probably best posted to the "General Firearms" section, but there does not appear to be any functionality there for posting a new thread. Is there some sort of approval I need first?

Or does someone here have information on the CFO-approved shooting ranges subject I'm wondering about. It would be nice if there was a listing available, instead of phoning the CFO and asking him/her the status of each one individually.
