how do you get a matte black finish on your barrel/receiver?

I have an old parker hale that I've done up to look like a brand new rifle except the only thing bothering me is that the barrel is the traditional bluing but I have the typical matte black leupold rings and scope that contrast greatly with the shiny bluing. Its the type of thing that bugs me until I have to do something about it. lol. Problem is, I have no idea how to get that kind of finish on a gun. I only know hot and cold bluing which gives you the traditional bluing look that I'm not after.

Cerakote, Armacoat, Duracoat, etc. Lots of gunsmiths on this forum do it but you can apply it yourself too. It's not that hard.
 
Both scope and rings are widely available in a gloss finish. It might be easier to change out your scope and rings than it is to change your rifle's finish.
 
Surface finish depends on the metal preparation. If "polished out" then it will be shiny, if bead blasted and then blued, you'll get a matt blue-black final finish.

And a lot cheaper to boot.

If you want to persist in going matt then much of the look of hot or cold blueing depends on the finish of the metal underneath. If you were to get the barrel unblued and then media blast it with something that left it with a matt grey finish and then hot blue it the finish would be a matt blue.
 
Here is a picture of the two types of parkerizing we do. Manganese comes out Black and the zinc comes out a Grey to dark Grey. Any questions on these services just give us a call.

I hate to sound like a Fudd...

I think one of the neatest things about a PH is the bluing...Mine (for the hell I've put it through...) has a nice finish with a deep, rich bluing. It seems you're painting the car to match the carbon-fiber hood...

That said(typed) many good, standard suggestion on changing it. Paint is "cost effective". Park is tried n' true.
 
"...parkerising, either Zinc or Manganese..." Manganese, if you want a black finish. Zinc gives shades of grey depending on the steel it goes on.
