How heavy for a 1/12 223?

A friend of mine is having troubles with his Remington SPS 700. He tells me it is a 1 in 12 twist and he's been shooting 64 grain Spears. He'll get 3 Rounds under Moa and then the 4th and 5th round open up to 4 or five inches. I took it down to the range with me yesterday, shot some 55 grain UMC and I was getting the same results, three touching in the last two open up the 4 or 5 inch. I had five rounds loaded up with 45 grain and they all stayed around moa for a 5 round string. Do you think his problem is his rifle just does not like anything 55 and over?
 
I have the same issue with my CZ 527. Shoots 55 gr. just fine, but very mediocre accuracy with 60 gr. partitions, and a few others 60-63gr. The holes are nice and round, so stability isn't a problem, that rifle just prefers lighter bullets.
 
Tell him to try flat base 50 & 55 SP's... they should work well with 28.0 grains of CFE-223.
 
I just loaded him up some 40gr V-MAX with Varget, will see if these shoot. I was wondering if the cheap SPS stocks could be part of the problem. It is pretty bad, not the best trigger either on this thing.
