How stiff should the 10/22 action be?

Any time I pull the bolt back on my 10/22, it can be pretty stiff. I have about 200 rounds through it so far so it's brand spanking new, but how "tight" should be be, and how hard should it generally be to pull back? I'm not saying it's impossible to pull it back but it takes a bit of grunt to do it. I shot it straight from the box when I got it but now it's clean but still rather tight.

Are we talking about pulling the handle back with the hammer down? Mines well broken in and it's still a little stif when cocking the hammer.

Other than that I can cycle the bolt easy with one finger once the hammer is cocked.
 
Hammer down it moves easier, though it moves kind of "two step" so you can feel it stop halfway through and tug it again but it cycles beautifully.
 
Did you clean the action before shooting? If not take it apart, clean it and lube it sparingly. The trigger group and bolt are easy to remove. (Check the top of this section for help, or try rimfirecentral.com. for disassembly directions.) It's not difficult, just take your time.

Check the bolt and receiver for any burrs or built up powder residue that might be hanging things up. Dremel (polish) out burrs, and blast the built up crap with brake cleaner. While the bolt's out you can polish its sliding surfaces too with rubbing compound and some elbow grease.

The bolt should cycle smoothly without a lot of effort. Mine will easily rack with slight pressure from my forefinger.

x2. Sounds like it's getting hung up on something. Start with a teardown, clean, and inspection of the bolt and receiver for burrs. I'd also have a look at the cocking handle and recoil rod assembly.
 
I found the recoil spring guide would bind a bit on mine. A bit of grease and a few thousand rounds fixed it......
