How to effectively communicate with the MNR in Ontario?

Does anyone know how?
I've tried phoning diffeerent avenues in the past and never felt my questions were answered by the right guy. If it matters, the 'guy' I'm looking for is the one who determines deer herd numbers and sets hunting seasons.
 
And... Get it in writing if your asking a specific question... For example, when I was in NB, I asked if it was "okay" to shoot crows... Took them awhile to answer me, some of them thought it might be a migratory bird (no, I'm not kidding) and I can't imagine the trouble you'd be put through if they took issue with you shooting them...

Anyhow, cover your "6" as they say...

The MNR Sudbury area biologist is great, we had a conversation about deer densities
in the area and he directed me to an area only 20 min. from my place. Lo and behold
there was sign all over the place.

Sometimes I wonder who Wendell is... is a a full time librarian type, categorized and inventoried to a point of ridiculous organization..... or is he that ruff skinny 50 ish guy with a vancouver raptors hat on who blew past me on the highway last week with a bumper sticker that read "My other auto is a .45"
