how to make an M1 carbine non restricted

"...haven't seen any 19" barrels for sale for quite some time..." Nobody is making 'em. Isn't something you can just turn either.
"...thought the M1 carbine was a prohibited rifle..." Whoever told you that is confused. The Carbine has been restricted due to being a semi-auto, centre fire with a barrel shorter than 18.5"(470mm), since 1 Jan., 1978.
"...Is it just welding the piston to the..." To make one a straight pull bolt action, you take the piston nut and piston out, then replace the piston with a solid plug. No welding required. The plug will require custom manufacturing to close the gas cylinder completely. Threading to match the threads of the piston nut will work better. No risk of gas leaks. Piston nuts tend to break easily too. Especially if you don't have a piston nut wrench.
Turning one into a pump is a bit more involved, but only because you need to make a forestock that fits over the stock. Same process for the gas system.
 
Is it just welding the piston to the bushing or welding it to the barrel?

You had to weld the piston fully retracted in the piston bore . So it would not move . This was a approved method & the RCMP had a sheet detailing the procedure with pictures . This was back in the 1980's so I don't know if it is still acceptable
It had to be welded so you could not convert it back

My barrel was shot out, so I had Barry at Bits of Pieces put a liner in it, it is know non restricted and shoots great. Barry does a great job and is very reasonable, give him a call
 
How much on average is a M1 Carbine...not a collectors grade but a nice looking, good shooter?

I got a shooter non-res plainfield plus ~500rds surplus & half a dozen magazines for under $400
Local buy, sell and trades seem to have the odd gun for sale that requires you to call the guy immediately without hesitation.
 
Does anyone out there still have an M1 carbine with a welded piston? is it still a legit way to de-restrict?

The pump action that I got was done a long time ago and I had to verify it with the RCMP when I bought it in October 2008. The piston is not there and the threaded portion of the gas block was welded up. A wooden sliding forearm was added to operate the action.
I know it's not the way to treat a gun in nice shape with all-matching numbers, but the deed was done and it looks OK and functions well.
