How to measure front sight.

Depends on the barrel, whether it has a dovetail or not. I would say on the pic shown, that "B" is correct due to it being surface mounted.
If it was dovetailed, "A".
 
Actually when measuring front and rear sights to figure out the correct differences you measure from the top of the sights to the center of the barrel...

When ordering a standard 3/8's inch dovetailed front sight it is measured from the top of the sight to the bottom of the flat...

If you're looking for a replacement, (higher/lower) B would be the correct measurement. Places like NECG, when they list the height of their front sights, use this measurement.
