This is not the way it works in benchrest today. Exterior spread less bullet diameter used.

No - it has nothing to do with bullet diameter... although various methods are incorrectly used one of the oldest official Benchrest organizations, International Benchrest Shooters (USA) states groups are scored by measuring the distance between the centers of the two shots farthest apart on the target.

That is also the way Benchrest Shooters Of Canada measured groups from it's inception in 1974.
