how to remove lead oxide?

Have you tried vinegar (or terminal cleaner for car batteries)? A mild acidic solution and an old toothbrush should do it. HOWEVER - wear rubber gloves and wash up thoroughly after. Unlike elemental lead, lead oxide enters the body quite easily and is very toxic.

If these are "antique bullets" with collector value, and you do not intend to shoot them, stay away from chemical cleaners. Vinegar will also clean the brass and greatly reduce their value. Soap and water and gentle brushing is the way to go to remove loose contaminants.
