How much a gunsmith will charge to swap a barrel on a Howa, the barrel is a Pac-Nor pre-fit for Howa, the barrel comes with a short thread shank to be set back for proper head space and need bluing but comes contoured, polished, handlapped, threaded, chambered, & crowned.

Gunrunner8 Is right to a point. Everything he is telling you needs to be taken into account. You say the PacNor barrel is chambered and short threaded. In my past experience with those barrels, they are short chambered as well. If that is the case, then yes, a chamber reamer would be needed.
You really sound like you are on a very tight budget and trying to get a silk purse out of a sow's ear. It just isn't going to happen.
Nothing comes for free. If you aren't capable of doing the work yourself, this project is going to cost you more than a used rifle that is exactly what you want.
Go onto the EE and put in a WTB ad, explaining what you're looking for. If CHEAP is what you're looking for, you will get what you pay for.
Some of the bottom end Savage, Remington, Winchester, Tikka and Ruger offerings may just be exactly what you're looking for.
The last time I saw a PacNor barrel installed, it shot poorly. Upon close inspection, the barrel shouldn't have been installed. It should have been sent back. There were obvious flaws in the bore. PacNor refused to take it back or replace it with another barrel.
A custom barrel, is no guarantee the rifle will be acceptable to your demands. On the other hand the chances are far better that it will be than an off the shelf rifle. Then again, with the new CNC machining, the factory offerings are darn hard to beat.
