Howa or Wthby Vanguard barreled actions

Does anyone know of a Canadian source for either of these? I want to build a .223, hoping to find one with 1 in 12" twist, latest production has 1 in 9"
Thinking sporter 22-24" barrel in blue. I talked to Legacy in US, told me the Howa stainless isn`t actually stainless at all, just cerakoted. After I said I was calling from Can. his attitude changed and wasn`t much help.
They sound like good value for the $

We cab get, however, barrelled actions are alomst the same price as the whole rifle with the entry leverl stock.

Howa stainless aren't actually stainless? I hope that's not the case for vanguard stainless?

I asked the guy from Legacy if the Howa stainless had an actual stainless triggerguard/floorplate, he laughed and said none of it is stainless, it`s just cerakoted to look like stainless...I was a bit shocked.I said, so barrel life on the stainless won`t be any longer than the blued...he said no, same steel. I`m curious if the Weatherby is the same also.

Bottom metal on Howa/Vanguard is aluminium...or plastic in some cases.

I owned a Browning Stainless Stalker one time ( and miss it immensely btw too )
It was as mentioned stainless as well, but funny thing is that a magnet would stick to it.
So, as we all know or find out through research that all stainless is not created equally.
There are different grades of SS as in 314 and 316 for example.
Just an fyi kind post and as mentioned sometimes it is better to buy a whole rifle and part out what one does not need to eventually end up with what one does need and want.
