Hunting License Requirements in BC?

My brother is going to School in Nelson BC and would like to do some hunting, he hasn't hunted in a few years and is feeling the need to go.

Is he requirerd to take the CORE test or some other hunter safety course?

He does have his hunter's safety card from PEI. Is there different requirements for big game vs. small game?

He would mainly like ot hunt grouse in the fall but is also somewhat interested in a bear hunt this spring. Anyone in the area willing to mentor the poor fella? he has only ever hunted birds and bunnies here on PEI.

As soon as he gets his PAL, he will have a surprisingly nice tree oh tree to hunt with.
 
He can get his hunting number on his old info from PEI.
He does how ever need to be a resident of the province for 1 year.
I had to mis my first year of hunting here when I moved from Ontario. Had only been a resident for 8 months.

I wonder if he is considered a resident for 1 year, he was there from fall 06 to Spring 07 and then again from fall 07 to present, he was only home for the summer.

He is a resident if his 'official' address was in bc. visits home for the summer wouldn't likely be considered 'non resident' especially if he intended to return.

Frankly - i'd just take proof of residency for each of those years, they're not going to ask for proof month by month.

If he's been here the lion's share of the time for the last 2 years, he should be pretty much good to go if he's got all his paperwork from PEI (and can proove he took the course there.).
 
They aren't going to ask for proof anyway. He just needs to take his old PEI info to a gov. centre and the issue a # with that. You can buy your licenses there and they may ask for proof of residency but the guy behind the counter at the sporting goods store just wants to see your hunter #.
Snow birds aren't exempt from purchasing resident tags so why would he?
