Ah yes, municipal firearms discharge by-laws and municpal hunting licenses; topics that are dear to my heart
Most, if not all, municpal firearms discharge by-laws in Niagara prohibit .22's and centre-fire rifles. Remember, municipal by-laws are allowed to be more restrictive than the Provincial hunting regs. I have heard that Thorold allows .22's, but I am not certain on this because I do not hunt in Thorold. Haldimand County (Dunnville area) does allow .22's. The rest of Niagara is shotgun only.
In regard to municpal hunting licenses (a.k.a. township licenses), these are a relic of the past that, unfortunately still exist in most Niagara municpalities. They are required if you want to hunt rabbit or pheasant. The rabbit potion is silly and the pheasant portion is a joke because there has not been a huntable population of pheasants anywhere in Niagara for a generation.
The Town of Lincoln officially repealled its license by-law a few years ago, so you do NOT need a township license in Lincoln. The City of Niagara Falls technically requires you to buy a township license, but I have an e-mail from the City Clerk telling me that I can ignore the by-law

(I carry a copy of the that e-mail with me when I hunt in Niagara Falls. All other Niagara municpalities (including West Lincoln, Wainfleet, Pt. Colborne, Ft. Erie), as well as Haldimand County require you to buy a township license.

used to take an afternoon off work every fall to drive around to all the various municpal offices to buy my township licenses.
